Kay obtained her education from Paradise High School, graduating in 1973. She continued her education at Kansas State University, graduating with a degree in English and Physical Education. During her college years, she was part of KSU volleyball, track and one of the first women’s basketball teams. She was an advocate for the title IX program and has even published many articles to show her support for women in sports. After college she continued to work on the KSU campus for 17 years. In April of 1997 she was appointed as the Director of Student Records at Cloud County Community College in Concordia. She held various job positions in the community while most recently working for Scott Specialties and at the Bel Villa restaurant. Over the last several years Kay spent most of her time as a Den Leader for the Boy Scouts of America Pack 56 and Troop 56. Kay and her family were awarded the family of the year award in 2009 and 2012. When she was not at Boy Scout functions or cheering on one of her local sports teams, especially basketball, you could find her carrying on a conversation with family and friends as she was tatting away on her next project.
On January 19, 1980 she married William “Bill” LeRoy Burger, son of Clint and Dorothy Burger of Belleville. Bill preceded her in death on March 30, 2008. Others left to cherish her memory are 2 sons; Martin Guy Burger of Belleville, and Clinton “CL” Loy Burger and wife Linda of Hoyt; her daughter, Liane Austin and her husband Jim of New Orleans; 6 grandchildren, Jayme, Colby, and Zachery Burger and Aubreanna, Jesse, and Rayne Austin; her parents, Peter and Mona Kennedy of Luray; and 2 brothers, Bill Kennedy of Luray, and Charles Kennedy and wife Kathy of Olathe; her father and mother-in-law Clint and Dorothy Burger of Belleville; 3 sisters-in-law, Linda Holl of Belleville, Rebecca Brown and husband Bob of Belleville and Alice Carlow and Husband Danny of Hoyt; and also many nieces, nephews and cousins.

Condolence Messages
I see the reflection in your tears of your broken heart
and how you think we are gone forever and will always be apart
Time will heal your heartache and your tears will fade away
You will again feel my touch when you come my way
You’ll touch my wings and your heart will heal
It will be happiness that you feel
I will again see your smile reflected in your tears
We will be together again never wondering about the years.

You may not know me, but Kay was a very dear college friend of mine at KSU. We met in 1973 at the very first Girls State Basketball tournament in Emporia, when my team (Centre) played Paradise. Kay and I then met again at KSU as we lived in the same dorm and then we both played basketball together in college. Anyway, she was just an amazing person. When she went home to Waldo, she would bring back a box of pecan sandies and spiced tea. What a treat! She was so kind and so generous and I was so lucky to have her as a friend. When I heard the news of her death, I was shocked and saddened. Thoughts are with your family and you have my deepest and most sincere sympathy. Quote
I hope you remember me, Betty Laubhan's daughter that Mona worked for at the courthouse. I am sorry to hear of Kay's passing. When we were kids, we once went to the 4-H fair in Russell together. I pray for God to bless all of you. Liz Quote
